Establishes a working group chaired by the head of the office of solid waste management at the department of health to study methods for reducing disposable bags, including single-use plastic and paper bags.

Working group membership includes representatives from the four counties (Honolulu, Hawaii, Maui, and Kauai) appointed by their respective mayors, plus a representative from the department of business, economic development, and tourism.

Directs the working group to study increasing reusable bag use and assessing fees on disposable bags to offset retailer costs.

Invites members of environmental and business organizations to participate in the working group.

Requires the department of health to submit findings, recommendations, and any proposed legislation to the legislature by November 30, 2015.
