Establishes a net-zero energy goal for the University of Hawaii system, requiring it to produce as much energy as it consumes across all campuses by January 1, 2035.

Requires UH to establish a benchmark for energy consumption during fiscal year 2014-2015 to measure progress toward the net-zero goal.

Mandates UH prioritize improvements that advance the net-zero energy goal.

Requires UH to submit annual reports to the legislature no later than twenty days before each regular session, including overall progress and recommendations for advancing the net-zero goal.

Takes effect on July 1, 2015.
