Requires schools, childcare facilities, and commercial agricultural entities using more than specified quantities of restricted use pesticides to post public warning signs at least 24 hours before outdoor pesticide applications and notify affected parents, guardians, and nearby residents.

Mandates annual public reporting to the department detailing all pesticides used outdoors, including trade names, active ingredients, quantities, and geographic locations identified by tax map key and ahupuaa.

Establishes minimum pesticide buffer zones prohibiting outdoor pesticide applications within specified distances of sensitive areas (schools, hospitals, childcare facilities, residences) and surface water/watersheds/shorelines.

Restricts outdoor pesticide applications when wind speed exceeds specified limits, with allowances for department-issued exemptions when pest situations pose immediate threats to human health and no viable alternatives exist.

Authorizes the department to impose fines for violations (with increasing amounts for repeat offenses) and allows citizens to bring enforcement actions 60 days after notifying the department and alleged violator, recovering reasonable costs and attorney fees.
