Requires the Department of Accounting and General Services to develop a comprehensive Wailuku state office master plan addressing space shortages in the Wailuku state office building and old courthouse building.

Master plan must include analysis of existing facility uses, identification of space-related issues faced by state agencies, determination of space needed to resolve issues, and evaluation of adjacent land and buildings (including properties owned by Hawaiian Telcom, Bank of Hawaii, and Maui County).

Department must consult with stakeholders including the Maui County judiciary and Maui redevelopment agency during plan development.

Master plan must be submitted to the legislature no later than twenty days before the 2016 regular legislative session convenes.

Appropriates funds from general revenues for fiscal years 2015-2016 and 2016-2017 to support development of the master plan; takes effect July 1, 2015.
