Amends the definition of "fair market rental value" for resort time share vacation units to exclude optional goods and services such as food and beverage, beach chair, and umbrella rentals.

Increases the transient accommodations tax on resort time share vacation units in three phases: 7.25% through December 31, 2015; 8.25% for 2016; and 9.25% starting January 1, 2017.

Modifies the fair market rental value calculation to be one-half of gross daily maintenance fees paid by the owner and attributable to the time share unit located in Hawaii.

Effective January 1, 2016.
