Amends Hawaii Revised Statutes Section 97-3(b) to clarify reporting requirements for lobbyist expenditures and contributions related to special legislative sessions.

Requires that special session reports filed within 30 days after adjournment sine die cover only the period from May 1 through the session's adjournment and apply only to persons engaging in lobbying activities during that special session.

Specifies that special session reports must include only expenditures and contributions relating to legislative action considered during that particular special session.

Provides that expenditures and contributions included in a special session report need not be included by the filer in any subsequent statement of expenditures, preventing duplicate reporting.

Takes effect July 1, 2030.
