Removes the exemption for expenses related to preparing written testimony and exhibits for legislative or administrative hearings from the definition of "expenditure" under lobbying law.

Expands lobbying expenditure reporting requirements to include all expenditures rather than only those exceeding $750 during the statement period.

Requires itemization of all lobbying expenditures in specific categories including lobbyist compensation, consulting fees, media advertising, entertainment, meals, gifts, loans, and other disbursements.

Maintains existing thresholds of $25 or more per day and $150 or more in aggregate for reporting expenditures made to specific individuals.

Takes effect on July 1, 2030.
