Requires the State Ethics Commission to render advisory opinions within 30 days of request from legislators, employees, constitutional convention delegates, or former holders of such positions regarding whether facts constitute a violation of the code of ethics.

Allows a 30-day extension of the deadline for good cause.

Deems an advisory opinion rendered if the commission fails to issue one within the required timeframe, with such deemed opinion stating that the facts do not constitute an ethics violation.

Establishes that rendered or deemed advisory opinions are binding on the commission in subsequent charges if the requester acted in good faith reliance, unless material facts were omitted or misstated in the request.

Effective date: July 1, 2030.
