Requires all task force members to file annual disclosures of financial interests with the state ethics commission under Hawaii Revised Statutes Section 84-17(c).

Makes task force members' financial disclosure statements public records available for inspection and duplication under Section 84-17(d).

Clarifies that task force members can take official action as task force members without violating the fair treatment provisions of Section 84-13.

Removes previous requirements that task force members file full and complete public disclosures describing the nature and extent of interests that may be affected by their official action.

Takes effect upon approval.
