Adds a new section §84- to Hawaii Revised Statutes prohibiting legislators and public employees from naming, appointing, or hiring relatives to public office or employment.

Defines "relative" to include spouse, parent, child, sibling, grandparent, grandchild, in-laws, step-relations, and half-siblings.

Applies the nepotism prohibition to all public office and employment positions.

Takes effect upon approval.
