Allows consumer fireworks for cultural events only through permits issued by county fire departments, with a $25 fee per permit and a maximum purchase limit of 5,000 firecrackers per permit.

Continues to permit display fireworks, articles pyrotechnic, and aerial devices conducted by licensed professionals under separate permits costing $110.

Prohibits the purchase, possession, sale, or furnishing of consumer fireworks anywhere in the state except as authorized by cultural event permits.

Cites public safety concerns including fires, burn injuries to children, excessive smoke, noise-related trauma to veterans and animals, and strain on emergency response services.
