Amends Hawaii Revised Statutes Section 226-7 to add two new agricultural objectives to the State's economy planning policies.

Establishes a new policy objective to perpetuate and promote traditional Hawaiian farming systems including loko i'a (fishponds), mala (cultivated gardens), and lo'i (irrigated patches), along with traditional Hawaiian crops such as kalo, 'uala (sweet potato), and 'ulu.

Establishes a new policy objective to increase and develop small-scale farms as part of the State's agricultural strategy.

Cites constitutional requirements under Article XI, Section 3 to provide standards for increasing Hawaii's agricultural self-sufficiency and references United Nations recommendations supporting sustainable small-scale and traditional farming systems.

Takes effect upon approval.
