Office of Hawaiian Affairs must establish, design, and administer a mandatory training course on native Hawaiian and Hawaiian rights, natural resource protection, and the public trust at its own expense.

Members of ten specified state boards and commissions must complete the training within twelve months of initial appointment, including the Land Use Commission, Board of Land and Natural Resources, Commission on Water Resource Management, Environmental Council, and Board of Health.

Training course shall occur at least twice per year and cover historical information, state constitutional provisions, court rulings protecting native Hawaiian rights, and the importance of public trust resources.

Other state or county officers, representatives, or employees may voluntarily request enrollment in the training course.

Governor must provide names of newly appointed members to Office of Hawaiian Affairs within thirty calendar days, and the Act takes effect July 1, 2015.
