Appropriates funds for the Office of Hawaiian Affairs for the fiscal biennium July 1, 2015 to June 30, 2017, known as the Office of Hawaiian Affairs Appropriations Act of 2015.

Allocates general funds and trust funds across three programs: Office of the Trustees ($28,435 general/$275,687 trust annually), Administration ($700,159 general/$2,861,727 trust annually), and Beneficiary Advocacy ($2,262,410-$2,488,910 general/$3,292,290 trust annually).

Designates $415,000 annually (general and trust funds) for emergency social services and case management to at-risk beneficiaries addressing unexpected crises.

Designates $615,000 annually (general and trust funds) for educational improvement programs for Native Hawaiian students and $524,400 annually for legal services including land rights, quiet title actions, and cultural preservation.

Requires matching of state general funds with equal Office of Hawaiian Affairs trust fund expenditures for discretionary beneficiary assistance, with chief executive officer consultation required and legislative reporting mandated.
