Adds "seawater air conditioning district cooling systems" to the definition of "service business" under Hawaii's enterprise zone program to qualify for state benefits.

Defines "seawater air conditioning district cooling system" as an air conditioning project where at least 50% of the energy comes from cold, deep seawater.

Expands the types of businesses eligible for enterprise zone benefits to include those providing air conditioning project services from seawater cooling systems.

Legislature finds that seawater air conditioning systems reduce dependence on imported oil, generate construction spending, and create long-term employment in Hawaii.

Effective upon approval.
