• Establishes that only drugs rated "A" or "B" in the Orange Book, generally available from national or regional wholesalers in Hawaii, and not obsolete can be included on MAC lists.

• Requires pharmacy benefit managers to review and adjust MAC lists at least every seven days using current data sources and apply updates the same day.

• Creates a mandatory appeal process allowing contracting pharmacies to challenge MAC prices within 14 business days of payment, with pharmacy benefit managers required to make determinations within 14 business days and adjust prices within one calendar day if appeal is upheld.
