Authorizes pharmacists to administer any vaccine (not just influenza) to persons 14-17 years of age with a valid prescription from the patient's medical home provider.

Requires pharmacists administering vaccines to minors ages 14-17 to complete an Accreditation Council of Pharmacy Education (ACPE) approved training program and submit a completion certificate to the board before administering any vaccine.

Requires pharmacists to provide vaccination records to patients immediately after vaccination, including patient name, date of birth, vaccine type, and date and location of administration.

Expands the definition of "practice of pharmacy" in HRS § 461-1 to include administration of vaccines to minors ages 14-17 and makes violations a disciplinary cause under HRS § 461-21.

Act takes effect upon approval and does not affect rights, penalties, or proceedings that began before the effective date.
