Authorizes the board of dental examiners to summarily suspend a dentist's license when there is an immediate and unreasonable threat to patient safety or fraud that endangers public health.

Requires the suspension order to include findings of fact and conclusions of law, and become effective immediately upon service to the licensee.

Grants licensees the right to request a hearing within five business days of service, with the board required to hold the hearing within seven business days.

Limits summary suspension duration to a maximum of 30 business days, or until a final disciplinary decision is issued by the board, whichever occurs first.

Requires the board to conduct a full disciplinary hearing within 20 business days of the suspension order's effective date, and makes practicing dentistry during suspension grounds for license revocation.
