Establishes the John A. Burns School of Medicine Scholarship Program to be administered by the medical school to assist students with tuition in exchange for a service commitment to practice in Hawaii.

Scholarships cover full tuition and fees for the complete medical school program; recipients must maintain satisfactory academic progress or be terminated and required to repay disbursed funds.

Recipients must remain in and practice in Hawaii for five years following completion of their residency; failure to complete this service commitment requires full reimbursement of tuition and fees to the University of Hawaii.

The number of scholarships awarded annually is determined by the John A. Burns School of Medicine based on fund availability.

Appropriates unspecified general revenues for fiscal years 2015-2016 and 2016-2017 to fund the scholarship program, to be expended by the University of Hawaii.
