Allows advertising devices and billboards on county office buildings when erected by county authority, expanding existing permission that previously applied only to state buildings.

Permits the Stadium Authority to display up to five identical outdoor advertising devices on the exterior of stadiums it operates, in addition to existing interior scoreboard advertising authorization.

Modifies section 445-112 of Hawaii Revised Statutes to permit these new advertising uses while maintaining county regulatory authority over other outdoor advertising.

Exempts the new county building and stadium exterior advertising from county ordinance prohibitions, though counties retain authority to regulate other advertising devices.

Effective date set for July 1, 2030.
