Amends Hawaii Revised Statutes Section 291C-43 to specify the minimum safe distance for a motor vehicle to overtake a bicycle as three feet.

Requires drivers to maintain the three-foot minimum distance when passing a bicycle to the left and prohibits returning to the right side of the roadway until safely clear of the bicycle.

Applies to all motor vehicle overtaking operations governed by existing safe passing rules in the statute.

Takes effect upon approval.
