Amends Hawaii Revised Statutes Section 291C-32 to define when a pedestrian is "lawfully within an intersection or adjacent crosswalk" as when any part of the pedestrian's body, wheelchair, cane, crutch, or bicycle extends beyond the curb or edges of the traversable roadway.

Amends Section 291C-72 to define when a pedestrian is "crossing the roadway within a crosswalk" as when any part of the pedestrian's body, wheelchair, cane, crutch, or bicycle extends beyond the curb or edges of the traversable roadway with intent to proceed.

Clarifies pedestrian right-of-way protections in crosswalks by establishing clear definitions of when pedestrians have legal protection from vehicles under traffic control signal rules and general right-of-way laws.

Makes these definitions retroactively inapplicable to rights, duties, penalties, and proceedings that arose before the effective date of the act.

Takes effect upon approval.
