Establishes a statewide medical marijuana dispensary system with 8 licenses total: 3 for Honolulu, 2 each for Hawaii and Maui counties, and 1 for Kauai county, with each dispensary operating up to 2 production centers (3,000 plants each) and 2 retail locations.

Requires dispensary applicants to have been Hawaii residents for 5 years, be at least 21 years old, have no felony convictions, maintain $1,000,000+ in financial resources, and comply with application fees ($5,000 non-refundable, $75,000 license fee).

Permits qualifying patients to purchase maximum 4 ounces of marijuana within 15 days or 8 ounces within 30 days from licensed dispensaries, and prohibits primary caregiver cultivation after December 31, 2018, with limited exceptions.

Allows patients, caregivers, and dispensary employees to transport medical marijuana in public places if sealed and not consumed, while prohibiting dispensary off-premises delivery and restricting operations to 8:00 a.m. to 8:00 p.m., Monday through Saturday.

Appropriates $750,000 annually for fiscal years 2015-2016 and 2016-2017 to establish the dispensary licensing system and creates positions for implementation and public education.
