Prohibits legislators and persons acting on their behalf from holding fundraisers or receiving campaign contributions one week prior to five key legislative deadlines: first lateral filing, first decking, second lateral filing, second decking, and final decking.

Applies the contribution ban regardless of contribution method, including in-person, mail, internet, or other channels.

Requires contributions received during prohibited periods to be returned to the contributor; if the contributor cannot be identified, the contribution must be transferred to the Hawaii election campaign fund.

Defines "fundraiser" as any function intended to raise contributions where the price or suggested contribution exceeds $25 per person.

Takes effect on July 1, 2015.
