Amends Section 21G-3, Hawaii Revised Statutes to require the legislative broadcast program to make audio or audiovisual recordings of all public hearings and informational briefings held at the State Capitol.

Requires the legislative broadcast program to maintain an archive of recordings and make them available to the public.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 for purchase of recording equipment, archival materials, and hiring of necessary staff, to be expended by the legislative reference bureau.

Takes effect on July 1, 2015.
