Allows landlords to charge applicants an application screening fee covering actual out-of-pocket costs of obtaining personal references, tenant reports, and credit reports from consumer credit reporting agencies.

Permits landlords to charge an additional administrative fee not exceeding 50% of the application screening fee amount.

Requires landlords to provide applicants with copies of any reports obtained during screening within 10 days of receiving those reports.

Mandates landlords refund to applicants any unused portion of the application screening fee.

Takes effect on July 1, 2050.
