Consolidates civil process fee schedules for sheriffs, deputy sheriffs, police officers, and independent civil process servers by aligning district court fees under section 607-4(d) with the fee schedule in section 607-8(a), Hawaii Revised Statutes.

Increases mileage reimbursement for service of process from 40 cents to 60 cents per mile for travel beyond one mile.

Raises service fees for civil summons, subpoenas, and subpoena duces tecum from $25 to $43 effective July 1, 2015.

Increases fees for garnishee summons from $15 to $30, writ of possession/restitution from $25 to $40, and fees for unserved process returns from $5 to $10, all effective July 1, 2015.

Adjusts execution/collection fees by raising the threshold from $1,000 to $10,000 before the rate decreases from 5 cents to 2.5 cents per dollar collected.
