Designates Aloha Stadium as a priority facility for the state facility renovation partnership program under Hawaii Revised Statutes section 107D-2.

Requires the Department of Accounting and General Services to prepare a plan for replacing Aloha Stadium with a new state-of-the-art stadium and shopping center complex.

Authorizes a development agreement allowing a developer to construct the new stadium and shopping complex in exchange for a long-term lease of the state and federal lands at the stadium site.

Mandates the Department of Accounting and General Services to submit a report of its plan, including any proposed legislation, to the legislature no later than twenty days before the 2016 regular legislative session convenes.

Takes effect on July 1, 2015.
