Establishes an earned-time program allowing inmates in Hawaii or mainland contracted correctional facilities to earn credit toward their minimum term of imprisonment and become eligible for earlier parole.

Eligible inmates must demonstrate progress toward rehabilitation in five categories: work/vocational training, social adjustment, counseling/self-help groups, therapeutic programs, and education/literacy programs (to the extent services are available).

Department of Public Safety shall conduct annual reviews of each committed person's performance in the earned-time program and may grant, withhold, withdraw, or restore earned-time deductions from their minimum sentence.

Earned-time deductions vest upon being granted; if annual reviews change the vested amount, the director must notify crime victims of the adjusted minimum term completion date.

Effective date is July 1, 2015.
