Amends Hawaii Revised Statutes Section 667-1.5 to add a new subsection (b) prohibiting mortgage creditors from executing on any asset of the debtor beyond the asset that is secured by the mortgage

Maintains existing provisions allowing circuit courts to assess amounts due on mortgages without jury intervention and to issue foreclosure judgments

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date
