Prohibits the use of consumer fireworks statewide except by permit for cultural and religious events, eliminating previously allowed use periods on New Year's Eve, Fourth of July, and Chinese New Year.

Requires a $25 permit per cultural event for purchasing and using consumer fireworks, limited to no more than 5,000 individual firecrackers per permit.

Expands the definition of "cultural" to explicitly include religious events in addition to arts, customs, traditions, and history of Hawaii's various groups.

Maintains exceptions for licensed professionals to conduct display fireworks, articles pyrotechnic, and aerial devices without the consumer fireworks restrictions.

Prohibits possession, purchase, sale, or furnishing of consumer fireworks to any person within the state except under permit for cultural events, with violations subject to existing penalties under Hawaii law.
