Raises the minimum age to purchase tobacco products and electronic smoking devices from 18 to 21 years of age.

Prohibits sale or distribution of cigarettes from vending machines except in bars, cabarets, or establishments where the minimum admission age is 21.

Expands the definition of "electronic smoking device" to include hookah pipes and hookah pens, and clarifies it means any device that can aerosolize and deliver nicotine or other substances.

Increases penalties for selling tobacco or electronic smoking devices to underage persons, with fines of $500 for first offense and $500-$2,000 for subsequent offenses.

Takes effect on January 1, 2050.
