Department of Human Services shall conduct a study on the costs and benefits of instituting drug testing as a requirement for public assistance program recipients.

Study shall examine the efficacy and legality of random drug testing versus drug testing based on probable cause.

Department shall report findings and recommendations, including recommendations for further legislative action, to the legislature no later than twenty days before the 2016 regular session convenes.

Legislature finds that drug testing may help ensure public resources support necessities like food, utilities, and housing rather than enabling addiction.
