Waives the Department of Health water quality certification requirement for persons who receive authorization to proceed from the Department of Land and Natural Resources under the statewide programmatic general permit for restoration, repair, maintenance, and operation of Hawaiian loko i'a (fishponds).

Requires the Department of Health to process fishpond permit and water quality certification applications within thirty days for completeness determinations and one hundred fifty days for final decisions on complete applications.

Establishes that incomplete applications for fishpond reconstruction, restoration, or repair shall be denied without prejudice.

Defines "water quality certification" as state certification under section 401 of the federal Clean Water Act.

Takes effect upon approval and is intended to streamline permitting processes that previously took up to ten years while maintaining existing environmental protections under federal and state law.
