Requires all introduced bills to be subject to legal sufficiency review by the legislative reference bureau before placement on the calendar for first reading in either chamber.

Legal sufficiency review must assess whether bills meet constitutional requirements and do not conflict with the United States Constitution or Hawaii state constitution.

Mandates that a copy of the legislative reference bureau's legal assessment be attached to each bill prior to first reading.

Applies to any house bill filed with the chief clerk of the house of representatives or senate bill filed with the chief clerk of the senate.

Takes effect upon approval.
