Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the office of youth services to provide funding for afterschool programs in public middle schools, including charter schools.

Authorizes the office of youth services to establish criteria and selection processes for funding afterschool programs, monitor program activities, conduct site evaluations, and ensure contractual compliance.

Creates a dedicated R.E.A.C.H. program revolving fund to receive fees charged to students, legislative appropriations, interest earned, and other revenue sources to fund program administration and operations.

Permits the office to use revolving fund moneys to hire personnel, promote programs, conduct education projects, contract for services, and cover associated expenses for afterschool programs.

Takes effect on July 1, 2050.
