Recognizes both the United States customary system and the metric system as jointly valid for all measurement purposes in Hawaii.

Requires that when state or county agencies replace signs, all measurements of distance or speed on the new signs must be expressed in both measurement systems using the same font size.

Finds that the metric system benefits science, medicine, international commerce, and sports, and that using only customary measurements puts the United States at a competitive disadvantage compared to the rest of the world.

Takes effect upon approval and applies only to signs prepared by or for state or county agencies at the time of replacement.
