Authorizes each county to establish its own fees for firearm permits and firearm registration applications, rather than charging no fees.

Counties that do not establish their own fees shall charge an amount equal to what the Federal Bureau of Investigation charges for fingerprint checks related to the application or permit.

Exempts active duty U.S. military personnel stationed in Hawaii from paying firearm registration fees.

Increases the fee for firearm licenses from $10 to $25, to be deposited in the county treasury where the license is granted.

Requires all revenue from permit, registration, and license fees to be appropriated to the issuing county's police department, effective July 1, 2015.
