Requires voter registration affidavits to be included with all applications for driver's licenses, provisional licenses, instructional permits, and civil identification cards.

Applicants must either complete the voter registration portion or explicitly decline to register before their identification application can be processed.

County examiners of drivers shall transmit completed voter registration information to county clerks, who will process applications with valid signatures transmitted electronically or by facsimile.

Applications for identification documents shall include a space to request a permanent absentee ballot.

Establishes that applicants must authorize collection and transmission of personal information for voter registration and receive notification that submitting an identification application constitutes consent to automatic voter registration.

Effective July 1, 2030.
