Requires the Office of the Legislative Analyst to prepare fiscal impact statements for bills before either house passes them on third reading, beginning with the 2015 regular session.

Fiscal impact statements must include estimated costs for current and new programs, projections for the current and two succeeding fiscal years, funding sources, number of new positions required, analysis methodology, and preparation details.

Exempts the general appropriations bill from fiscal impact statement requirements, except for measures concerning programs wholly or partially funded by federal moneys that involve state expenditure or legislative appropriation.

Fiscal impact statements on federally-funded programs must reflect immediate and long-range fiscal effects, state the duration of federal funding availability, and estimate state funds required to continue the program after federal support ends.

Appropriates funds to the Office of the Legislative Analyst for implementing these requirements, effective July 1, 2015.
