Establishes a 1.2 percent enhanced 911 surcharge on each retail sale of prepaid wireless telecommunications service, collected by communications service providers, resellers, or sellers.

Surcharge is the customer's liability and must be listed separately on receipts or invoices; providers may retain 3 percent of collected surcharges to offset administrative expenses.

Surcharge amounts must be remitted to the enhanced 911 fund within 60 days of collection, along with customer information including name, communication service connection, and address.

Adds five new definitions to Chapter 138, Hawaii Revised Statutes, including "customer," "prepaid wireless telecommunications service," "retail sale," "seller," and "wireless telecommunications service."

Exempts prepaid wireless telecommunications service connections from the existing 66-cent-per-month enhanced 911 surcharge imposed on other communications service connections; effective January 1, 2016.
