Expands the definition of "emergency vehicle" in Hawaii's traffic code to include sheriff division vehicles, Hawaii emergency management agency vehicles, county emergency management vehicles, civil defense vehicles, Department of Transportation harbors division vehicles, and Department of Land and Natural Resources division of conservation and resources enforcement vehicles.

Requires approaching drivers to slow down and change lanes when nearing stopped emergency vehicles that are performing official duties, applying the move-over law to the newly included vehicle types.

Applies to amending Section 291C-27, Hawaii Revised Statutes, subsection (b).

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
