Appropriates unspecified funds from general revenues to the Kaho'olawe Island Reserve Commission for fiscal years 2015-2016 and 2016-2017 for restoration, preservation, and safe public use of the Kaho'olawe island reserve.

Requires the Kaho'olawe Island Reserve Commission to submit a financial self-sufficiency and sustainability plan, including proposed legislation, to the legislature no later than twenty days prior to the 2016 regular session.

Addresses the depletion of the existing Kaho'olawe Rehabilitation Trust Fund, which was established in 1994 from federal cleanup appropriations and projected to be depleted by 2016.

Supports continuation of the Commission's restoration programs that integrate ancestral knowledge, traditional practices, and modern resource-management techniques following transfer of the island's management from the U.S. Navy to Hawaii in 2004.

Takes effect on July 1, 2050.
