Allocates $3,000,000 annually from transient accommodations tax revenues to the special land and development fund for beach restoration, conservation, and visitor industry-related projects beginning July 1, 2016.

Amends Section 171-19, Hawaii Revised Statutes to include transient accommodations tax revenues under Section 237D-6.5(b)(5) as a source for the special land and development fund.

Authorizes fund expenditures for protection, preservation, maintenance, and enhancement of natural resources including beaches; planning and construction of facilities; and operation and maintenance of public lands related to visitor experience.

Appropriates $3,000,000 in general funds for fiscal year 2014-2015 and $3,000,000 for fiscal year 2015-2016 to be expended by the board of land and natural resources in accordance with the Hawaii tourism authority strategic plan.

Takes effect upon approval except Part I, which becomes effective July 1, 2016, allowing time for legislative review of the special land and development fund.
