Requires the Department of Health to conduct multidisciplinary and multiagency reviews of domestic violence fatalities, near-deaths, and suicides to reduce preventable intimate partner homicides.

Authorizes the Department of Health to enter into memoranda of understanding with state and county agencies to obtain information relating to near-deaths resulting from intimate partner violence.

Requires domestic violence fatality review team members to develop procedures related to near-deaths from intimate partner violence.

Mandates that reviews commence no later than one year following a death, near-death, or suicide.

Compiles information and recommendations from reviews for system reform efforts to reduce preventable deaths, near-deaths, and suicides resulting from domestic violence.
