Amends Hawaii Revised Statutes Section 52D-1 to establish mandatory composition requirements for county police commissions, effective July 1, 2015.

Requires each county police commission to include three specific commissioners: the executive director of the state commission on the status of women (or designated commissioner), the executive director of the Hawaii civil rights commission (or designated commissioner), and an individual with prior law enforcement experience.

Prohibits the law enforcement representative from concurrently serving on a police commission and in an active law enforcement position.

Implements new requirements progressively as vacancies occur on each police commission, with the first three vacancies filled by the specified representatives in order.

Addresses domestic violence and police accountability by ensuring county police commissions include perspectives on women's equality, civil rights, and law enforcement experience.
