Applies to complaints alleging domestic abuse by a police officer against a family or household member, using the same definition of "family or household member" as Hawaii Revised Statutes section 709-906.

Responds to concerns about inadequate police response to domestic violence cases, particularly when the alleged perpetrator is a police officer, citing a 2014 incident involving an off-duty Honolulu police sergeant and a pattern of complaints to the Hawaii Commission on the Status of Women.

Takes effect on March 15, 2039.
