Appropriates funds for fiscal years 2015-2016 and 2016-2017 to the University of Hawaii system to ensure compliance with Title IX of the Education Amendments of 1972 and the Violence Against Women Reauthorization Act of 2013.

Specifies that appropriated funds shall be used for staff positions (investigators, coordinators, educational specialists, trainers) and materials (online training, professional development, and operating supplies) to address campus sexual violence.

Requires the University of Hawaii to submit reports to the legislature no later than twenty days before the 2016 and 2017 regular sessions detailing the use of appropriated funds and the university's compliance status with Title IX and VAWA.

Establishes an effective date of July 1, 2525 for the Act.
