Amends Hawaii's sexuality health education law to require programs to include education on abstinence, monogamy, contraception, and disease prevention methods.

Adds new requirements for sexuality health education to help students develop healthy relationship and communication skills, critical thinking abilities, and encourages communication with parents or guardians.

Establishes opt-in parental consent for kindergarten through fifth grade students and opt-out provisions for grades six through twelve, effective beginning with the 2016-2017 school year.

Permits teachers to answer student-initiated questions reasonably related to course material in good faith, and allows the Department of Education to modify elementary school instruction components for age appropriateness.

Requires the Department of Education to develop and maintain a publicly available list of sexuality health education curricula that meet the specified requirements and prohibits discrimination based on sex, race, ethnicity, national origin, disability, religion, sexual orientation, or gender identity.
