Transfers the Office of Information Practices (OIP) from the Office of the Lieutenant Governor to the Department of Accounting and General Services (DAGS) for administrative purposes, effective July 1, 2016.

Establishes OIP's independence by prohibiting the comptroller from approving, reviewing, controlling, or supervising OIP's quasi-judicial functions and duties under section 92F-42.

Adds OIP to the list of entities exempted from the attorney general's monopoly on employing attorneys, allowing OIP to retain or employ its own attorneys.

Transfers all OIP employees, appropriations, records, equipment, contracts, and property from the Lieutenant Governor's office to DAGS while preserving employee benefits, seniority, and vacation/sick leave credits.

Maintains existing OIP rules, policies, and procedures in full force while updating all references from the Lieutenant Governor's office to DAGS or the comptroller as appropriate.
